III. Future Missions of The Foundation and its Future Activities

Sixteen years has past since the Foundation launched. During the period, the social environment surrounding the pharmaceutical industry and the Foundation has changed drastically. Additionally, remarkable progresses were made in the science and technology. Based on these changes and the reviews and challenges on the past 16-year activities as well as comments and perceptions delivered from the member companies, we propose the visions how the Foundation should be in the future, as follows:

Missions of the Foundation in the Future
| 1) |
Based on a social mission and a role as a public utility body, the Foundation contributes to the health and welfare of humankind, executing various activities for promoting science and technology related to pharmaceuticals and health cares.

The Foundations focuses its efforts on matters that not appropriate for the nation to carry out or matters difficult to execute for respective enterprises. Additionally it should be a leader in the collaborative operations among industry, academic and official sectors.

The funds shall be contributed mainly from the nation for operations which should essentially be conducted by the nation such as Research Resources Bank, because of their public characters. The other hand, the funds for operations, that have a nature of high public interests, carried by enterprises including member companies shall be supported by private sector as well as national funds. Further, the Foundation will promote the operations of its own profit-making projects.

Activities to be Executed and their Policies
Followings are the necessary plans to materialize the status that the Foundation should be in the future.

HSRRB
To further enrich, strengthen and expand the Research Resources Bank to develop advanced studies in the field of life science. |

Collaboration between Public and Private Sectors
To establish a platform that enables joint studies among industry, academia and officials at equal basis and then to initiate their collaboration. To actively march into the advanced applied studies as well as the advanced basic studies. At the same time, utilizing a versatility of business areas of supporting members, to develop an original research operation in regard to pharmaceuticals, medical equipment, foods and the information network. Furthermore, care and welfare areas will be taken into view of the Foundation's operation scope.
The contents of research developments will be directed towards the future linkage to commercialization from their planning stage. By these collaborations, JHSF will substantially contribute to health and welfare through drug innovation and related clinical studies. |

Consortium-type Research Development Operation
To introduce a consortium-type research development operation based on the original subject of research, incorporating the opinions of supporting members. |

International Activities
To substantiate the international activities such as building an international network within HSRRB for fulfilling the role as an international information center. |

General Operations
To periodically review the organizations and activities of general operations to make necessary improvement. The novel operations suitable to the Foundation will also be discussed aggressively. |

In addition to above policies, it is also vital to address to the outside of the Foundation and publicize its activities in order to achieve an "ideal status" of the Foundation. Efforts will be made so that the Foundation be recognized as a clear, substantial body. Further efforts will be made not only to be recognized, but also to be needed by supporting members, related enterprises, government offices and public people.
